Use and management of Berkeley Campus electronic communications resources must comply with the University of California Electronic Communications Policy (ECP) issued by the President of the University of California.
The ECP establishes policy on allowable use and privacy of electronic communications and also clarifies limits on privacy protections. Key topics include allowable use, consensual and non-consensual access, least perusal, and allowable security practices.
Who Is Affected by the ECP
The ECP applies to every member of the University community who either uses, authorizes access to, or provides the electronic communications resources and services of the Berkeley Campus.
Who Administers the ECP
Implementation of the ECP at the Berkeley Campus is the responsibility of the ECP Coordinator, in consultation with legal counsel and the UC Office of the President. Questions about the ECP may be directed to: UC Berkeley Privacy Office
Campus Responsibilities
The ECP requires each UC campus to clarify some provisions of the ECP as they are implemented locally, including:
… information on accessibility of student information, authorized users, procedures for restricting or denying use of its electronic communications services, adjudication of complaints, and network monitoring practices. (See ECP section II. D. 2 and 3, as well as ECP Attachment 2, Implementation Guidelines.)
The Berkeley Campus-specific responsibilities that implement the ECP are described in various campus policies and documents, including:
- Reporting of Non-Consensual Access Requests(link is external)
- Campus Online Activities Policy
- Berkeley Campus Policy Governing Disclosure of Information From Student Records
- Network Intrusion Detection
- Approval to Access Berkeley Campus Electronic Communications
